Job Description:

IEA Corp., an EverWatch company is in search of an ISR Infrastructure Programmatic and Resource Support Analyst to support the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)) in Arlington, VA. The Analyst will:

* Assist in the management of programs, contracts, and financial portfolios for an enduring intelligence network that provides agile tactical response to rapidly emerging NATO, Allied, and Coalition Partner operations around the globe, as well as specific BA areas, providing resource analysis and reporting to support detailed assessments of the effectiveness of the Department's program management decisions/budget execution for infrastructure, ground and processing, exploitation and dissemination (PED) programs contained within the BA Portfolio.
* Conduct budget research and funding reviews and submit analytical recommendations for both IP and National Intelligence Program (NIP) execution to support cost/benefit/impact assessments of the BA Portfolio and its capabilities. The contractor shall develop, design and prepare customized processes, tools, and reports to support the information and decision-making requirements of OUSD(I) in the oversight of the BA Portfolio.
* Assist in maintaining the cost, schedule, and performance baselines, assist in maintaining the Work Breakdown Structure, Integrated Master Schedule, Financial Reports, and other documents as required. The contractor shall provide the ISRI Director with recommendations and source data on current and projected program strategies.
* Assist in executing and administering current budget year funds using the OUSD(I) Internal Resources Management Application - Intelligence (IRMA-I) financial database, the BICES Accounting System (BAS), and other financial tools as required. The contractor shall assist in processing Budget Funds Requests, Military Interdepartmental Purchase Requests (MIPRs), sub-allocations, invoices, and other financial documents as required.
* Maintain the financial baseline and provide current status of all accounts upon demand. The contractor shall support Presidential Budget inputs, impact statements, and required exhibits; and spend plans and other documentation for the upcoming fiscal year. The contractor shall prepare inputs for the Budget Estimate Submission (BES), CJB, and other required documentation for the next upcoming Program Objective Memorandum (POM) cycle. The contractor shall provide the ISRI Director with recommendations and source data on current and projected budget issues and strategies.
* Assist in processing contracts, to include administratively processing new task orders, reviewing invoices, tracking overseas personnel, and other contractual support activities as required. The contractor shall provide the ISRI Director with recommendations and source data on current and projected contracting strategies.
* Coordinate with OSD, Joint Staff, Services, Defense Agencies, North Atlantic Treaty Organization (NATO) and coalition partners and travel as required supporting the ISRI Director’s engagements including: the BA Portfolio, the DI2E Council, The DI2E Integration Board, the BICES Group Executive (BGX), Board of Directors (BOD), Financial Committee (FINCO), and other international bodies and forums.
* Support the ISRI Director’s interaction with Congressional inquiries and staff visits. The contractor shall recommend and maintain standard business processes within the DI2E, DCGS, BICES, and other Program Management Offices (PMOs) as required.
* Support follow-on acquisitions, to include assisting with source selections and providing the ISRI Director with recommendations and source data on projected acquisition strategies.

Experience and Skills:

* Minimum of 10 years of SME experience analyzing DoD MIP resourcing plans and budgets for ISR programs within the Battle Space awareness portfolio.
* Minimum of 5 years of SME experience working with intelligence information systems or architectures supporting the combatant commands, services, and the Intelligence Community.
* Bachelor’s degree is required, master’s degree is preferred.
* Active Top-Secret security clearance

Preferred Qualifications:

* Level III Program Management DAWIA certification is highly preferred.
* Experience with OUSD (I) is highly preferred.
* Experience working with the BICES Group Executive and supporting other defense senior councils and boards is highly preferred.
* Military experience is highly preferred
