Job Description:

IEA Company of EverWatch Corporation is in search of a Senior Human Resources Analyst to support Department of State, Bureau of Overseas Building Operations (OBO) in Washington, DC.

The Senior Human Resources Analystprovides a variety of logistical, program, and human resource management and recruitment, as well as administrative support functions in support of the mission and objectives of the Office.

Primary among these, the contractor provides administrative support and serves as a liaison on a full range of staffing and recruitment services. Provide advisory services on aspects of Civil Service, Personal Services Contract, and Domestic Foreign Service employment. Other assignments include the administrative support of Functional Programs and other work specific to the Office.


  • Presents Bureau management officials with proposed organizational designs and explains their potential impact on personnel and, if approved, create or revise existing functional statements, and organization charts. Coordinates work with the HR authority as necessary to communicate any changes to the approved plan.
  • Creates documentation indicating the details of each position allocation (e.g., number and category of positions allocated to the Bureau and sub-allocated within the Bureau, the receiving organization, and date of allocation).
  • Maintains contact with Bureau and Departmental budget analysts and HR specialists to obtain the latest information on staffing resource levels allocated to the Bureau, personnel accessions and attrition, and pending vacancies.
  • Provide advice and guidance to the Office Director, Division Chiefs, Administrative Officers, and other management officials regarding staffing and recruitment; and prepares all recruitment packages for submission to OBO’s Office of Human Resources for processing.
  • Act as a primary point of contact with Departmental contracting personnel regarding logistics planning and contracting activities in support of office operations
  • Perform process and procedural reviews and provides support in the definition of logistical systems.
  • Participates in forums and provides facilitation services between government departments, agencies, and industry.

Experience and Skills:

  • Demonstrated mastery of management and organizational principles, and comprehensive knowledge of analytical and evaluative techniques utilized to study to issues or problems involving government program operations.
  • Comprehensive knowledge of the principles and practices of research and reporting on public sector management issues, sufficient to enable the contractor to apply and interpret regulatory material and to conceptualize, evaluate, and recommend solutions to broad-based and complex problems having Bureau-wide impact.
  • Highly developed skill in oral and written communications and ability to apply those skills in coordination, problem solving, briefing, and reporting efforts, and to address complex program and policy issues in a clear and concise manner to a highly diverse audience.
  • Ability to work effectively with all levels of Department personnel to complete projects, to accomplish taskers, and to resolve problems.
  • Knowledge of proper English grammar, spelling, punctuation, capitalization, and syntax, and familiarity with DOS and Division style guidance.
  • Skill in text editing on word processing equipment, and in exercising independent judgment in the use of such equipment for maximum efficiency; and ability to assist others in the use of word processing equipment and in formatting and organizing various types of documents.
  • Knowledge of Federal staffing laws and regulations, and of Departmental and Bureau staffing policies, techniques, guidelines, and processes sufficient to ensure that all PSC staffing is conducted in accordance with same, to support recruitment and placement requirements ranging from routine to complex; to conduct job analyses on a wide variety of positions; to develop valid and appropriate qualifications rating factors, ranking factors, and selective placement factors; to develop crediting plans to assess varying degrees of job qualifications; to resolve a wide variety of PSC staffing issues; and to advise management on all aspects of the PSC employment program.
  • Knowledge of Federal and Departmental position management principles, concepts, practices, and techniques sufficient to advise managers regarding the most appropriate mix of direct-hire and contract personnel in their organizational elements, and to analyze and take effective action on the large number of requests for PSC recruitment and associated personnel actions that arise in the course of daily operations.
  • Skill in written and oral communications sufficient to enable the contractor to draft a variety of reports, letters, memorandums, job vacancy announcements, and other documents on a full range of PSC employment issues and activities, and to meet and deal effectively with managers and employees at all levels of the Bureau.
  • Knowledge of Federal contracting regulations and methodologies as they pertain to the employment in the Federal Government sufficient to provide management with advice and guidance regarding the acquisition of PSC personnel and to carry out recruitment and placement of such personnel for Bureau organizations.
