EverWatch Corporation is in search of a Grants Management Specialist. The Grants Management Specialist is responsible for assisting with managing the full range of functions for mandatory and discretionary assistance agreements (grants and cooperative agreements). Under this task order, the contracted grants management specialist will provide support to the Grants Officer.
DUTIES AND RESPONSIBILITIES
* Post requests for Grant Applications via Grants.Gov and Grantsolutions.gov and retrieve applications, when necessary.
* Assists INL Program Offices with organizing technical evaluation panels.
* Evaluate application packages submitted to Grants Officer(s) before award, including the analysis of application requirements.
* Develop and review reports and correspondence in support of grant/agreement management and analysis of grant/agreement applications.
* Prepare correspondence, files, approvals, and other documentation in preparation of, and relating to approved grants/cooperative agreements.
* Organize and maintain data information within the Grantsolutions (SAMS) required for Department of State foreign assistance.
* Coordinate activities related to arrangements for funding with appropriate Embassies.
* Monitor and track obligations for assigned programs.
* Coordinate the official closeout of INL foreign assistance awards, in collaboration with INL Programs, Posts, and other relevant offices within the Department. Monitor and track the required closeout reporting for approved grant/cooperative agreements.

- Bachelor's degree from an accredited institution and four years&rsquo: experience at the equivalent GS-11 level (or) Associate's degree from an accredited institution and six years experience at the equivalent GS-11 level
- A qualified typist is required with a proficiency of the Microsoft Suite.
- Possess strong multi-tasking and organizational skills.
- Knowledge of Federal and DOS regulations, policies and procedures applicable to the assistance process and administration of extensive or unique and other complex domestic and foreign grant programs in order to make determinations on grant modifications and cooperative agreements and/or to provide expertise on grants management statutory requirements to junior grants specialists and program staff.
- Knowledge of various grant and cooperative agreement types, techniques, methods of providing assistance including cost sharing and assistance selection processes to oversee and administer assistance operations, both domestically and overseas, and to develop new procedures, interpretations or responses to unique problems.
- Knowledge of cost analysis techniques, principles of budgeting, cost and price techniques and negotiation strategies in order to give advice and counsel on planning and carrying out pre and post-award activities relating to grants and cooperative agreements and in evaluating proposals and preparing and conducting negotiations.
PREFERRED KNOWLEDGE AND SKILLS
* Knowledge of, and ability to analyze, current cost trends and cost factors applicable to the review and evaluation of applications, including performing detailed analysis on individual elements of cost and developing documentation and criteria to substantiate negotiations.
* Skill in the use of negotiation techniques and the ability to meet and deal with representatives of the private sector, nonprofit organizations, and with government experts or managers sufficient to provide Federal assistance for complex programs.
* Thorough understanding of the principles and theory behind monitoring and evaluation in order to create and implement systems to monitor and evaluate policy and program execution of INL assistance recipients/implementing partners to ensure stewardship of USG resources.
* Skill in providing hands on technical assistance to unsophisticated applicants and recipients. Skill in the gathering, assembling, interpreting, arid analyzing data and material, including key issues, drawing sound conclusions and developing authoritative recommendations and approaches.
