Ian, Evan & Alexander Corporation is in search of a BA Portfolio/ISR Capability Integration Analyst to support OUSD(I) in Arlington, VA.
The Analyst shall provide required support to organize, analyze and coordinate planning, programming and resource data needed for optimum development and management of the BA portfolio. The analyst shall provide the knowledge and subject matter expertise (SME) necessary to effectively support the USD(I) in the management of the BA Portfolio. Required areas of SME include the BA-related ISR portfolio (Space; Airborne; and Ground/Surface systems). More specifically, the analyst shall review and evaluate existing and planned ISR, processes and programs across the DoD and IC to ensure the BA Portfolio is optimized and aligned with the National Defense Strategy (NDS) to meet the operational warfighter, acquisition community and senior policy maker needs. Support will also include assisting in the government’s development of planning, fiscal, and programming guidance for ISR systems and ISR-related systems and technologies.
The analyst shall be the primary administrative support for the development and drafting of the annual Consolidated Intelligence Guidance (CIG). In the performance of these duties the analyst shall be responsible for all staffing, coordination, drafting, and editing of inputs received from all DoD stakeholders. The analyst shall also provide routine updates and briefs to senior leadership through all phases of the draft process until completion and approval of the document for release. Following the release of the CIG, the analyst shall be responsible for the tracking of all DoD deliverables to ensure compliance with CIG directives and provide timely updates on compliance related issues. Further duties include research and analysis, recommendations, development of position papers, responses, talking points, memoranda, briefings and correspondence as required on all critical ISR capabilities.
The analyst will further provide dedicated resource analysis and tracking of the BA Program issues to ensure compliance, linkage and alignment across the Department and IC. The analyst will conduct programming/budget research and funding reviews and submit analytical recommendations for MIP and NIP, as well as "other" BA-related capabilities to support requirements satisfaction and cost/benefit/impact assessments of the BA portfolio
