Job Description:

Ian, Evan & Alexander Corporation (IEA) is in search of a CI Resources, Plans & Strategies SME in Arlington, VA. The SME will be responsible for the following:

  • Support the development of DoD-wide CI resource programs, plans, and strategies through the Office of the Director of National Intelligence (ODNI) National Intelligence Program's Foreign CI Program (FCIP) and DoD Military Intelligence Program (MIP) CI.
  • Works with senior counterparts in the Office of Management and Budget (OMB), ODNI, USD(I), Services, Defense Agencies, and Combatant Commands to develop the annual CI and HUMINT strategic guidance for budget and capabilities.
  • Assists in crafting annual Congressional budget justifications for CI, analyzes Congressional budget language, and works with USD(I) Congressional Affairs and MIP staff to craft special studies/responses as needed.
  • Represents CI&FLES Division in national and DoD CI working groups and responds to OSD senior official queries regarding DoD CI funding issues.
  • Works budget and funding issues with OSD Comptroller and CAPE.
  • Helps produce CI and HUMINT resource guidance through USD(I), e.g. Strategic Planning Guidance, Defense Intelligence Strategy, Intelligence Surveillance and Reconnaissance Battlespace Awareness Portfolio and Roadmap, and USD(I) Human Domain Information

Experience and Skills:

  • Minimum of 10 years of experience in implementing and overseeing CI policy programs and experience as a staff action officer on an OSD, JCS, or Military Department headquarters staff.
  • Extensive experience conducting the CI functions of Investigations, Operations, Collection, Analysis and Production and Functional Services within the Department and have an expert knowledge of all Departmental issuances governing the conduct of these CI functions.
  • Extensive experience working within or closely with Army CI, the Air Force Office of Special Investigations, or the Naval Criminal Investigative Service relating to the CI mission.
  • Experience working with the FBI and be knowledgeable of agreements between the FBI and the Department relating to CI activities.
  • Undergraduate degree is required.
  • TS/SCI Security Clearance
