Job Description:

Ian, Evan and Alexander Corporation (IEA) is in search of a Battlespace Awareness Portfolio Support Analyst to support OSUD(I) in Arlington, VA.

The analyst shall provide all support required to organize, analyze and coordinate planning, programming and resource data needed for optimum development and management of the BA portfolio. The Analyst shall provide the knowledge and subject matter expertise (SME) necessary to effectively support the USD(I) in the management of all aspects of the BA Portfolio. Required areas of SME include all aspects of the BA-related ISR portfolio (Space; Airborne; Ground/Surface; and processing, exploitation and dissemination (PED)). More specifically, the analyst shall review and evaluate existing and planned ISR and environmental systems, processes and programs across the DoD and IC to ensure the BA Portfolio is optimized to meet the operational warfighter, acquisition community and senior policy maker needs. Support will also include assisting in the government’s development of planning, fiscal, and programming guidance for ISR systems and ISR-related systems and technologies.

The analyst shall be the primary administrative support for the development and drafting of the annual Consolidated Intelligence Guidance (CIG). In the performance of these duties the analyst shall be responsible for all staffing, coordination, drafting, and editing of inputs received from all DoD stakeholders. The analyst shall also provide routine updates and briefs to senior leadership through all phases of the draft process until completion and approval of the document for release. Following the release of the CIG, the analyst shall be responsible for the tracking of all DoD deliverables to ensure compliance with CIG directives and provide timely updates on compliance related issues.

The analyst shall have in-depth knowledge of the IC and be able to represent DDI ISP&R / BAPA at the ODNI sponsored Major Issue Studies (MIS) recurring annual meetings and working groups. The analyst will be responsible for administration and oversight of OUSD(I) participation in the MIS, to include the development of briefings and position papers to inform senior OUSD(I) leadership of potential impacts on the BA portfolio and the DoD.

The analyst shall support the review and development of appeals to draft Congressional markups and draft DoD Program Decision Memoranda and Resource Management Decisions. Additionally, the analyst shall support implementation of Congressional and DoD decisions and directions by assisting in tracking and evaluating Service and Agency programs, and as appropriate, developing alternatives to ISR migration paths, priorities, and investment strategies by the Services and Agencies. Further duties include research and analysis, recommendations, development of position papers, responses, talking points, memoranda, briefings and correspondence as required on all critical ISR capabilities.

Experience and Skills:

  • Master's degree with 15 years’ experience of which a minimum of 6 years must be specialized in systems design and analysis, capability programming and analysis, functional requirements analysis, or modeling with emphasis on the following:
  • Understanding of the Requirements Process (JCIDS)
  • Understanding of the DoD PPBE System
  • Knowledge of basic ISR Systems and Capabilities
  • Deep knowledge of the DoD Acquisition Process
  • Examination of science and technology impacts
  • Quick-turn technical analyses of ISR capabilities
  • Expert in technical analysis of ISR system performance
  • Understanding of operational requirements and plans
  • Analysis of operational needs and gaps
  • Budgetary analysis at the PE/Program level
  • Cost-benefit analysis of the BA Portfolio
  • Active TS/SCI security clearance
