Ian, Evan & Alexander Corporation (IEA) is in search of a Portfolio Integration and Analysis Support Analyst in Arlington, VA.
The Analyst shall provide the knowledge and subject matter expertise (SME) to effectively support the USD(I) in the management of the BA Portfolio and will collect, analyze, and coordinate program data necessary for development of the OUSD(I) and BA submissions to the Defense Planning and Programming Guidance (DPPG), Quadrennial Defense Review (QDR), and other Department and ODNI strategic planning and programming forums as required; will provide OUSD(I) staff packages, analysis, positions and staffing with the Joint Staff and other government agencies for intelligence support to acquisition and Hard Targets Program analysis.
Required areas of subject-matter expertise include all aspects of the BA-related ISR portfolio (Space, Airborne, Ground/Surface and PED). The Analyst shall review and evaluate existing and planned ISR and Environmental systems, processes and programs across the Department and Intelligence Community to ensure the BA Portfolio is optimized to meet the operational warfighter, acquisition community and senior policy maker needs. The Analyst will further provide dedicated resource analysis and tracking of BA Program issues to ensure compliance, linkage and alignment across the Department and IC, especially the Joint Staff J-2/8. The Analyst will conduct programming / budget research and funding reviews and submit analytical recommendations for MIP and NIP, as well as 'other' BA-related capabilities to support requirements satisfaction and cost/benefit/impact assessments of the BA Portfolio. Specific focus will be on COCOM requirements and support, integration with the ODNI and other areas critical to supporting Counter Terrorism and Anti-Access and Aerial Denial (A2AD) focus areas as defined by the President and the Secretary of Defense (SECDEF).
The Analyst may serve as an OUSD(I) lead POC for the Department’s Defense Space Council (DSC) and shall prepare materials for the director and deputy directors, BAPA, the DDI (ISP&R), and the USD(I) for DSC and DSC+1 and other space-related forums as directed; shall provide program-level support and analysis under the Information and Space EXCOM special access program; shall monitor and summarize meetings, synopsis, conduct research and analysis, develop programmatic and policy recommendations, and develop position papers, responses, talking points, memoranda, and briefings as necessary on all DSC topics.
