Ian, Evan and Alexander Corporation (IEA) is in search of a Forensic Advisor in Panama City to support the Department of State’s Bureau for International Narcotics and Law Enforcement Affairs (INL). The Forensic Advisor will serve as a forensics subject matter expert to the Panamanian Institute of Legal Medicine and Sciences.
The contractor will provide operational and managerial advice to the Institute of Legal Medicine and Sciences (IMELCF). The contractor will help the IMELCF draft policy guidelines (privacy, ethics, quality control, etc.), design the operational framework, review and revise the existing organizational structure, develop technical specifications and designs, review and revise job descriptions for IMELCF staff. The contractor will work with IMELCF staff to draft, revise, or update forensic laboratory operating procedures, quality control mechanisms, or other areas needing improvement in accordance with international standards.
The contractor will complete a thorough needs assessment, review previous INL Forensic Capabilities Assessment Reports and draft an action plan toward performing according to international standards.
The contractor will be required to provide briefs, presentations, and/or reports on programmatic progress to the INL Section Panama in Spanish and English as required by the INL Section Panama.
Advanced oral and written English and Spanish language skills
Experience as an ASCLAD and ISO Auditor
·Have testified in State superior court and or Federal court in the U.S.
·Have international forensic experience
Testified in a court abroad
Have a master’s degree of science or forensics from an accredited college or university
Experience setting up a DNA Data Base Laboratory
Knowledge of the different Laboratory Information Management Systems(LIMS)
Managed the use of forensic DNA databases and databanks to include CODIS
Performed scientific analyses in connection with legal investigation of homicides and sexual assaults using STR’s system, and Mitochondrial DNA analysis
Experience in ISO/IEC 17025:2005 and G19 International forensic labs accreditation
Have conducted internal and external audits for ASCLAD, ISO 9000, and ISO/IEC 17025 in the U.S. and abroad
Have assisted a forensic laboratory achieve ASCLD-laboratory certification
Have assisted a forensic laboratory to achieve ISO/IEC 17025 accreditation
Affiliations with one or more or the following associations: American Academy of Forensic Sciences, International Association of Forensic Sciences, and International Association of Forensic Toxicologist
· Knowledge of Panamanian law enforcement and justice sector issues
· Knowledge of Department of State and INL Bureau functions, roles, and responsibilities
Communicate effectively, both orally and in writing in English and Spanish, with superiors, colleagues, academia, business professionals, and the general public.
*The advisor will be required to travel periodically between Panama and the United States.
*Ability to obtain/maintain a MRPT security clearance
