Job Description:

Ian, Evan & Alexander Corporation (IEA) is in search of a Program Analyst in Washington, D.C.

Roles and Responsibilities

 

  1. Provide MANPADS threat reduction subject matter expertise consistent with USG national security priorities
  2. Develop USG MANPADS funding requirements in accordance with USG funding processes and priorities
  3. Prepare a five-year budget plan for the USG MANPADS program priorities
  4. Maintain MANPADS technical arrangements and funding levels for up to 10 priority countries
  5. Ensure effective facilitation and coordination across USG MANPADS threat reduction programs
  6. Be responsive to global MANPADS requirements as assigned by the MTF Director
  7. Other related duties as assigned

 

 

 

 

Experience and Skills:

Required Knowledge, Skills, and Abilities:

 

  1. Must be able to hold a SECRET security clearance with the ability to obtain up to a TOP SECRET with SCI clearance.
  2. Ability to apply rigorous analytical approaches to data that is often vague or incomplete.
  3. Excellent communications skills are essential - the work will require frequent conversations with remote parties via phone, e-mail, etc.
  4. Ability to maintain the highest quality of work - as demonstrated through analysis, written reports, and other documents - articulating project direction, establishing guidelines, and utilizing formal evaluation methodologies and standards.
  5. Demonstrated ability and experience in writing recommendations, policies, and guidance for senior managers.
  6. Demonstrated ability and experience in briefing senior managers on results of program evaluations, performance measurement activities, and/or other research initiatives.
  7. Experience in Federal assistance and acquisition programs.
  8. Experience in military/diplomatic circles is a plus.
  9. Demonstrated ability and experience conducting outreach and establishing intra-governmental and institutional linkages.
  10. Experience and knowledge of CWD programs, specifically small arms/light weapons and MANPADS.
