Job Description:

Ian, Evan & Alexander Corp. (IEA) is in search of a Trans-Regional and Allied Support Action Officer to Support OUSD(I) in the synchronization of activities of the ISR Operations and Combatant Command Intelligence Support Directorates. Support development of allied coalition policy guidance and refine allied concepts, processes, and procedures. Support allied ISR capacity building efforts. Participate in synchronizing trans-regional issues involving multiple combatant commands across all domains.

Responsibilities:

  • The contractor must provide personnel with detailed knowledge and recent relevant experience in Trans-regional efforts and Allied Coalition support at OSD, Joint Staff, CCMD, Service Components, Combat Support Agency (CSA), or Service Intelligence Center level.

  • Lead the OUSD(I) review and comment on Allied Governance and Policy Documents, as well as other Department of Defense and IC publications. Research, compose, and coordinate intelligence related language as directed.

  • Support OUSD(I) participation in the DIE Allied forums and support OUSD(I) in periodic meetings and working groups as required. Continue to refine DIE Allied concepts, processes and procedures based on lessons learned.

  • Identify emerging issues, develop courses of action, coordinate with the Allied community, build consensus, implement and document changes. Stay abreast of other OUSD(I), ODNI and DoD initiatives, assess their impact and recommend actions necessary to integrate or deconflict as appropriate.

  • Support the effort to research and potentially help stand-up focused working groups within the Defense Allied construct. Monitor working group developments, assess the adequacy of the Defense Allied governance construct and recommend changes. Support OUSD(I) FVEY Allied Secretariat and prepare OUSD(I) seniors to participate in the governance plenary sessions.

  • Serve as a point of contact for designated CCMDs, maintain close contact with the relevant CCMD, Joint Staff, and regional partners and allies. Specifically, serve as a point of contact for enhancing DIE contributions to operationalizing the strategic re-balance to the Indo-Asia-Pacific Russia effort. Work with other OUSD(I) offices on DDI cross-functional teams as well as the combatant commands to seek, develop and sustain opportunities to build ISR capability and capacity with regional partners.

Experience and Skills:

Required Qualifications:

  • BA/BS degree

  • 15 years’ experience as an intelligence professional

  • Service Staff College or 5 years’ experience working on coalition and allied efforts as a dedicated Intelligence Professional at OSD, Joint Staff, Service Component or CCMD required, Advanced Warfighting School (SAMS, JAWS, SAWS, etc.) desired.

  • Recent (within the past 5 years) relevant experience in trans-regional and allied coalition support with detailed knowledge of, and involvement with OSD, Joint Staff, CCMD, Service Component, and CSAs.

  • Active TS/SCI security clearance

Preferred Qualifications:

  • Master’s Degree

  • 10 years of military service

  • Knowledge and experience developing and coordinating allied policies

  • Detailed knowledge of intelligence foreign disclosure processes and information sharing
